An Admiral is an officer put out to pasture due to an increasing calcification of the spirit as well as a latent ability to say "no."
Unlike ambassadors and Commodores, these flag officers are not per se insane or incompetent. Insubordinate or treasonous, perhaps, but not automatically crazy. Nevertheless, some of the greatest criminals in the Federation's history have been admirals. (see aside)
